Trust me, that is NOT how it works. Negative rep feels like power to those without it. So if you ask them to abuse it and you won't complain. They're going to abuse it, and you damn better not complain.

Stocky will just have to realise rep doesn't really matter, because rep is a popularity scheme.
If we didn't know each other personally then sure it works (this is the reason Karma works on reddit, very few people know each other personally, and when someone is known widely amongst the users, he is upvoted through the roof - such as competitive players and popular members of specific subreddits)

But since everyone here knows everyone else, if they like the person/the person is popular watch him receive an upvote, if the person doesn't like the poster, he will either choose not to downvote him, or abuse the system and downvote the post regardless of the content.

The only reason Reddit has the downvote system is to push posts below to the bottom/arrange post preference and hide posts that are extremely negative to minimise arguments that can ruin a Reddit Post. The default setting to posts on the forums are timestamps, so there is little reason to keep the downvote system.

So if you want the Upvote/Downvote system fixed. Remove the downvoting. The report button does its job well, if someone is ACTUALLY worthy of a downvote, then they also deserve a report 9 times out of 10. This way posts worthy of the negative status are given a reason so, and ones that are worthy of upvotes, even if it were by popularity, as usually the person is popular for a reason (constant funny posts, insightful posts, clever or informative)
